There is an excited fan behind Houk who is in a squatting position and spreading his arms in a safe motion. The newspaper caption on the back (not shown) reads, "Fan's Call is for the Birds. Orioles fan gets in the act, giving the safe signal as Houk confers with Runge, Cal Drummond, plate umpire, looks on."
